Top cop Ramli Yusoff is widely expected to be charged today by the Anti-Corruption Agency for failing to declare his assets. The ACA is to be formally press charges at the Jalan Duta Sessions Court under the Anti-Corruption Act 1997.
Hordes of journalists have been waiting at the ACA headquarters in Putrajaya since early this morning after words got out that Ramli would be turning himself in to the agency.
Ramli - one of the highest ranking officer in the police force - eventually turned up at the ACA headquarters at 11.20am, accompanied by his wife and four lawyers.
One his lawyers informed the media that Ramli was summoned by the ACA this morning.
It is also learnt that Ramli will be charged at the Jalan Duta courts this afternoon.Attempts to contact the Ramli, who is the Commercial Crimes Investigation Department director, for comments have been futile. According to media reports and well-placed sources, the ACA had finalised its investigations into Ramli’s asset declaration.
The agency has also forwarded its report to the attorney-general for further action. AG Abdul Gani Patail is said to have given the green light to the ACA to charge Ramli today. News of a top police official being investigated over his wealth has been in circulation for some months now.
On Tuesday, Ramli called a press conference to confirmed that he was the police officer under probe but denied accumulating wealth to the tune of RM27mil.
He then lambasted the ACA for leaking information regarding the probe to the newspapers. In the follow-up to the investigations, the ACA had on Oct 13 charged Ramli’s lawyer Rosli Dahlan with not disclosing all information on his assets in his sworn statement.
Rosli, 46, a partner in Lee Hishammuddin Allen & Gledhill, was alleged to have not complied with the terms of a notice dated July 17, 2007, issued under Section 32(1)(b) of the Anti-Corruption Act 1997, to give full information relating to his assets.
Sisters questioned Yesterday the ACA continued its investigations by recording statements from Ramli’s sisters - one in Kota Baru and another in Putrajaya - a move which was immediately described by Ramli as “highly questionable”.
In a press statement issued in response to the ACA’s latest move, Ramli said both his sisters had given their statements to the agency before. The senior police official also questioned as to why the ACA was still investigating the matter as AG Abdul Gani had revealed on Tuesday that the investigation papers had already been handed to him.
“My sister (in Kota Baru) was asked by the ACA officers to follow them for the purpose of a witness statement being taken,” said Ramli.
“She offered to make her statement at home, given my father’s health, but was forcibly informed that she would be arrested if she did not comply,” he added in a statement released through his lawyer, Rosli.
He said that his younger sister, a civil servant in Putrajaya, was also similarly questioned although she was unwell and on a two-day medical leave. ACA cleared Meanwhile, it was also reported today that the Internal Security Ministry would be looking into complaints by Ramli that he was being victimised as a result of a turf war in the police force.
Deputy Internal Security Minister Johari Baharum said Ramli’s claims that he had been victimised by the ACA and that the police had failed to protect their own men would be studied.
Another minister, Minister in the Prime Minister’s Department Mohd Nazri Aziz, however warned Ramli not to use the media to channel his views on the matter. He said Ramli’s statement to the media on Tuesday was discussed by the cabinet at its meeting yesterday, but no decision was made.
“We feel that Ramli should defend himself in court and not give a press conference,” he said, as reported by Bernama today. Nazri also said that he was informed by the ACA that it had not reveal any information pertaining to the investigation to anyone.
“The ACA told me it did not give out the name of the officer being investigated. I do not understand what he meant when he said we did not protect him,” said Nazri.
The de facto law minister also said that he did not know if Ramli would be charged in court following the ACA investigation.

Fu Enggan Jawab Mengenai Siasatan Terhadap Ramli - Bernama
KUALA LUMPUR, 31 Okt (Bernama) -- Timbalan Menteri Keselamatan Dalam Negeri Datuk Fu Ah Kiow berkata beliau tidak dapat menjelaskan mengenai tindakan selanjutnya terhadap Pengarah Jabatan Siasatan Jenayah Komersil Polis Bukit Aman Datuk Ramli Yusuff yang didakwa mempunyai harta bernilai RM27 juta, kerana ia di luar bidang kuasanya.
Beliau berkata keputusan itu bergantung pada hasil siasatan Badan Pencegah Rasuah (BPR) yang kini sudah diserahkan kepada Peguam Negara untuk tindakan lanjut.
"Saya tak boleh jawab kerana laporan pada ACA (BPR) sudah dikemukakan kepada DPP (Timbalan Pendakwa Raya) dan saya tak perolehi maklumat terperinci.
"Ini ACA punya hal untuk bagi kepada DPP. Dia kalau beritahu itu bidang kuasa dia," katanya ketika menjawab soalan Ketua Pembangkang Lim Kit Siang (DAP-Ipoh Timur) semasa menggulung perbahasan kementerian itu di Dewan Rakyat di sini.
Beliau berkata tidak wujud perselisihan faham antara ketua-ketua dalam pasukan polis dan kenyataan Lim bahawa pasukan polis `sedang berperang' antara Jabatan Siasatan Jenayah Komersil dengan Ketua Polis Negara adalah anggapannya semata-mata.
Beliau berkata jika ada prosedur dan ada perselisihan faham sepatutnya ia perlu diperjelaskan dan ia boleh dibuat secara dalaman.
"Kalau ada kesalahan dalam prosedur ia boleh dijelaskan dan KDN tak ada masalah. Tapi kalau ada yang menyalahi undang-undang kita tetap menjalankan tindakan terhadap mereka," katanya.
Semalam, Ramli mengadakan sidang akhbar tergempar mengaku disiasat BPR bagaimanapun menafikan mempunyai aset sebanyak itu.

KUALA LUMPUR 31 Okt. – Pengarah Jabatan Siasatan Jenayah Komersial (JSJK) Bukit Aman, Datuk Ramli Yusuff dijangka didakwa di mahkamah esok di bawah Seksyen 32 (1)(b) Akta Pencegahan Rasuah 1997 berhubung pengisytiharan aset-aset yang dimilikinya.
Ramli, 55, akan dihadapkan ke mahkamah atas pertuduhan berkaitan maklumat hartanya selepas Badan Pencegah Rasuah (BPR) memanggil beliau memberi keterangan bagi membantu siasatan kes itu di ibu pejabat BPR di Putrajaya dekat sini.
Kertas siasatan terhadap Ramli yang dibuka pada Julai lalu telah lengkap dan diserahkan kepada Pejabat Peguam Negara baru-baru ini.
Utusan Malaysia difahamkan, Jabatan Peguam Negara yang meneliti kertas siasatan itu bersetuju mengambil tindakan ke atas Ramli setelah berpuas hati dengan hasil siasatan BPR.
Pada 12 Oktober lalu, seorang peguam, Rosli Dahlan, 46, yang dikaitkan dengan Ramli telah didakwa di mahkamah di bawah seksyen yang sama.
Menurut kertas pertuduhan, Rosli didakwa menerima notis seperti yang dikehendaki oleh Timbalan Pendakwa Raya di bawah Seksyen 32(1)(b) Akta Pencegahan Rasuah 1997 bertarikh 17 Julai lalu supaya memberikan pernyataan yang benar dan mendedahkan segala maklumat yang diketahui mengenai aset-asetnya.
Rosli, bagaimanapun, didakwa telah dengan sengaja tidak mematuhi terma-terma notis tersebut dalam pernyataan bersumpahnya bertarikh 20 September lalu apabila beliau tidak mendedahkan maklumat yang dikehendaki.
Semalam, Ramli dalam sidang akhbar tergempar selama kira-kira 45 minit di ibu pejabat JSJK di Jalan Dato’ Onn di sini mengesahkan dirinya sedang disiasat oleh BPR berhubung dakwaan penyalahgunaan kuasa serta memiliki aset bernilai RM27 juta.
Beliau menafikan memiliki aset sebanyak itu dan melahirkan perasaan kesal dengan tindakan BPR membocorkan maklumat kepada akhbar tertentu mengenai siasatan terhadap dirinya.
Ramli mendakwa maklumat siasatan itu sepatutnya dirahsiakan kerana penyiasatan badan tersebut sendiri belum lengkap manakala faktanya pula tidak benar.
Sementara itu, dalam perkembangan berasingan, tidak sampai 24 jam selepas sidang akhbar mengejut Ramli semalam, BPR pagi ini bertindak memanggil kakak dan adik Pengarah JSJK Bukit Aman itu untuk membantu siasatan
Kakak sulung Ramli, Rahmah, 57, yang menetap di Kampung Bunut, Pasir Mas, Kelantan dipanggil oleh BPR untuk memberi keterangan di ibu pejabat agensi itu di Kota Bharu pada pukul 11 pagi ini.
Adik bongsunya pula, Ruslina, 44, seorang kerani di sebuah jabatan kerajaan, memberi keterangan di Ibu Pejabat BPR Putrajaya dekat sini petang ini.
Ketua Pengarah BPR, Datuk Ahmad Said Hamdan memberitahu Utusan Malaysia, keterangan kedua-dua wanita itu direkodkan oleh BPR di bawah Seksyen 22 Akta Pencegahan Rasuah 1997.
“Rekod keterangan (kakak dan adik bongsu Ramli) merupakan sebahagian daripada proses siasatan BPR,” katanya yang enggan mengulas lanjut.
Sementara itu, Ruslina ketika ditemui di pejabat peguamnya di Bukit Damansara di sini memberitahu, seorang pegawai BPR telah menghubunginya pada pukul 9 pagi berhubung siasatan yang melibatkan abangnya.
“Saya telah dihubungi berkali-kali oleh pegawai itu. Ketika itu saya berada di sebuah klinik untuk mendapatkan rawatan kesihatan dan doktor telah memberi saya cuti sakit selama dua hari bermula hari ini.
“Pada masa yang sama, saya telah dimaklumkan beberapa pegawai BPR berada di rumah saya ketika itu,” katanya yang tinggal di Kota Damansara dekat sini.
Menurut Ruslina, dia telah meminta pegawai terbabit menangguhkan prosiding tersebut tetapi pegawai berkenaan bertegas untuk berjumpa dan merekodkan keterangannya.
“Saya telah diarahkan untuk memberi keterangan di pejabat BPR hari ini juga,” katanya.
Sehubungan itu, atas nasihat salah seorang saudaranya, Ruslina berkata, dia kemudian ke pejabat peguamnya, Kumar Partnership di Wisma E&C di Jalan Dungun, Bukit Damansara pada pukul 11 pagi ini untuk mendapatkan nasihat guaman.
Peguam Ruslina, Harvinderjit Singh pula memberitahu, beliau dan anak guamnya tiba di Ibu Pejabat BPR Putrajaya pukul 1.45 petang ini.
Jelas beliau, Ruslina telah memberi keterangan kepada BPR selama lebih tiga jam bagi membantu siasatan kes melibatkan abangnya.
“Keterangan Ruslina direkodkan mulai pukul 3.15 petang dan dalam tempoh lebih tiga jam, dia telah memberi kerjasama kepada BPR,” katanya.
Dalam perkembangan berkaitan di Kota Bharu, Rahmah disoal siasat lebih tujuh jam berhubung siasatan BPR terhadap adiknya.
Rahmah yang merupakan seorang suri rumah mula disoal siasat sejurus tiba di pejabat BPR yang terletak di Wisma Persekutuan, Jalan Bayam, Kota Bharu kira-kira pukul 11 pagi.
